The Town of Charlotte Court House is soliciting sealed bids for the construction of the Town Of Charlotte Court House Historic District Enhancement Project.  Bids will be received until August 8, 2002 at 10:00 a.m. (local prevailing time) at the Town of Charlotte Court House Municipal Building located at 350 George Washington Highway in Charlotte Court House, Virginia, (434-542-5781) by hand,
OR P.O. Box 246, Charlotte CH, Virginia 23923  by mail, and then at said time be opened and read aloud.  Proposals shall be submitted in a sealed package with the words "Sealed Bid for Charlotte Court House Historic District Enhancement Project" and the name, address, and license number of the Bidder written thereon.  Each bid must be submitted in writing on the Bid Form bound in the Contract Specifications and this entire document must be submitted at the time of the bid.  All bids received after said time shall be returned unopened.  POST MARKS WILL NOT BE CONSIDERED.  The said office is generally open from 9:00 a.m. till 1:00 p.m. Monday through Friday.

The project generally consists of the following work: Demolition and disposal of approximately 9,825 square feet of asphalt paving, approximately 2,200 square feet concrete sidewalks, 200 feet of chain link fence, Sealing 1 abandoned well, Clearing and grubbing of various trees and shrubs; all Associated erosion control measures; Approximately 1200 feet of drain pipe; Approximately 820 feet of gutter with 348 feet of downspouts; Approximately 2,325 feet of underground electric wire in conduit; Approximately 680 feet of underground telephone wire in conduit; Electrical current transfer (CT) cabinet and related disconnects and switches; Replacement of approximately 6 electric meters with a single meter in utility building; Replacement of overhead service connections with underground connections; approximately 10,740 square feet of brick paved sidewalk; Construction of a brick utility building, approximately 260 square foot and related facilities; Demolition and replacement of brick stairway and retaining wall; Providing approximately 3,500 cubic yards of earthfill; approximately 3,125 square yards of colored concrete with exposed aggregate; Grading and seeding approximately 1.5 acres of courtyard; related landscaping such as shrubs, trees, flower beds, screening fences, gates, gravel areas, and others; Installing approximately 18 pole mounted, 3 wall mounted metal halide lights, and 2 ground level accent lights; approximately 10 trash receptacles; handicap access ramp; approximately 21 park benches; Construction of garden house of approximately 260 square feet; Installing an irrigation system; and all related project appurtenances.

A fee of $125.00 will be required for each set of Documents.  $30.00 will be refunded to responsive bidders and for unaltered sets returned prior to the bid date.  Questions related to plans and specifications should be referred to Mr. Shannon Rodgers at 434-542-5673. 

Any claim of a right to withdraw a bid must be in writing and be received within two business days after bids are opened, during the hours indicated above.  If a bid is withdrawn, the next higher bid shall be deemed to be the low bid.  Withdrawal of a bid shall result in forfeiture of the Bidder's Bid Bond.  Only properly executed bids from bidders duly licensed, as a Class A Contractor in the Commonwealth of Virginia will be considered.

When the bid is $10,000 or more, the Bidder and it's Subcontractors are prohibited from discrimination in employment regarding race, creed, color, sex, or national origin, in accordance with Executive Orders 11246 and 11375.  Bidders must comply with Executive Orders 12138, and 11625 concerning the utilization of MBE/WBE firms and must comply with the 1964 Civil Rights Act.

Bidders must certify that they and their subcontractors do not and will not maintain or provide for their employees any facilities that are segregated on the basis of race, creed, color, sex, or national origin.

The OWNER reserves the right to waive irregularities and to reject any and all bids if it appears in the OWNER's best interest to do so.

A prebid conference and site showing will be held on July 31, 2002 starting on the front porch of the Charlotte County Court House at 10:00 a.m.  Attendance is not mandatory.  All bidders are encouraged to attend.
